Libraries closing early December 26 - Ohio State University Libraries

The Thompson Library, the Library Tech Center, Depository and the system?s department libraries are closing at 4 p.m. on December 26 because of the weather.

The Science and Engineering Library will close at 6 p.m. on December 26, and is expected to re-open Thursday, December 27 at 8 a.m.

The Thompson Library and the system?s department libraries will resume normal break hours on Thursday, December 27, weather permitting.

Mexico's ethnic Maya unmoved by 2012 "Armageddon" hysteria

IZAMAL, Mexico (Reuters) - Thousands of mystics, New Age dreamers and fans of pre-Hispanic culture have been drawn to Mexico in hopes of witnessing great things when the day in an old Maya calendar dubbed "the end of the world" dawns on Friday.

But many of today's ethnic Maya cannot understand the fuss. Mostly Christian, they have looked on in wonder at the influx of foreign tourists to ancient cities in southern Mexico and Central America whose heyday passed hundreds of years ago.

For students of ancient Mesoamerican time-keeping, December 21, 2012 marks the end of a 5,125-year cycle in the Maya Long Calendar, an event one leading U.S. scholar said in the 1960s could be interpreted as a kind of Armageddon for the Maya.

Academics and astronomers say too much weight was given to the words and have sought to allay fears the end is nigh.

But over the past few decades, fed by popular culture, Friday became seen by some western followers of alternative religions as a day on which momentous change could occur.

"It's a psychosis, a fad," said psychologist Vera Rodriguez, 29, a Mexican of Maya descent living in Izamal, Yucatan state, near the center of the 2012 festivities, the site of Chichen Itza. "I think it's bad for our society and our culture."

Behind Rodriguez, her two children played in a living room decorated with Christmas trees and Santa Claus figurines.

Mexico's government forecast around 50 million tourists from home and abroad would visit southern Mexico in 2012. Up to 200,000 are expected to descend on Chichen Itza on Friday.

"It's a date for doing business, but for me it's just like any other day," said drinks vendor Julian Nohuicab, 34, an ethnic Maya working in the ruins of the ancient city of Coba in Quintana Roo state, not far from the beach resort of Cancun.

Watching busloads of white-haired pensioners and dreadlocked backpackers pile into their heartland, Maya old and young roll their eyes at the suggestion the world will end.

"We don't believe it," said Socorro Poot, 41, a housewife and mother of three in Holca, a village about 25 miles from Chichen Itza. "Nobody knows the day and the hour. Only God knows."

FOREIGN INVADERS

Tracing its origins to the end of the 4th millennium BC, the ancient Mesoamerican civilization of the Maya reached its peak between A.D. 250 and 900 when they ruled over large swathes of southern Mexico, Guatemala, Honduras and Belize.

Famed for developing hieroglyphic writing and an advanced astronomical system, the Maya then began a slow decline, but pockets of the civilization continued to flourish until they were finally subjugated by the Spanish in the 17th century.

Today, ethnic Maya are believed to number at least 7 million in Mexico, Guatemala and other parts of Central America.

The vast majority are nominally Roman Catholics, though many still uphold elements and rites of their old beliefs. According to a 2000 Mexican census, there were also a few hundred Jews and handful of Buddhists among the Maya.

Tales of human sacrifice, pioneering architectural feats and an interest in the stars burnished the Maya's supernatural reputation. So too, say experts, has the misguided notion that the Maya died out with the arrival of the conquistadors.

"That idea that they disappeared culturally back in the deep past is one of these things that feeds into this idea that they are mysterious, that they are otherworldly," said David Stuart, a Maya expert at the University of Texas.

The reality is that many Maya live in rural areas where water can be scarce, communications poor and education patchy.

Even as some shrug their shoulders at the awe and reverence December 21 has inspired, others worry it has become a free meal ticket for sharp-witted businessmen.

"There's the legend and there's the reality," said Yolanda Cornelio, 21, a tourism official in the city of Merida, whose mother speaks Maya at home. "Some people take the legend and abuse it, using it to make money. There's a lot of con artists."

With scores of old Maya ruins, temples and monuments dotting the landscape between southern Mexico and Central America, locals have plenty of opportunities to impress foreign visitors.

One of the most popular attractions lies in a leafy grove near the crumbling pyramids of Coba, where a large stone tablet records the Maya creation date of August 13, 3114 BC - quite literally the cornerstone of the 2012 phenomenon.

"This is a very powerful, sacred place," said Jonathan Ellerby, 39, a writer from Canada. "I feel something energetic, emotional, and I feel I'm in the right place. I really do."

Brake on nerve cell activity after seizures discovered

Given that epilepsy impacts more than 2 million Americans, there is a pressing need for new therapies to prevent this disabling neurological disorder. New findings from the neuroscience laboratory of Mark S. Shapiro, Ph.D., at The University of Texas Health Science Center at San Antonio, published Dec. 20 in the high-impact scientific journal, Neuron, may provide hope.

"A large fraction of epilepsy sufferers cannot take drugs for their disorder or the existing drugs do not manage it," said Dr. Shapiro, professor of physiology in the School of Medicine. "As a result, many opt for surgery to remove the hippocampus, a part of the brain where memories are stored but also where seizures are often localized. The heart-wrenching choice is between their memories and the epilepsy."

Genes go into action

A major finding of the study is that selected genes get switched on during and after a seizure, sending swarms of signals to reduce uncontrolled firing of nerve cells. A medication that amplifies this response after a person's initial seizure could thus prevent recurrent seizures and the onset of devastating epilepsy.

Uncontrolled electrical activity by specialized electricity-producing proteins in the brain called "ion channels" triggers epileptic seizures. One in 10 people have a lifetime risk of suffering a seizure, which can occur for a variety of reasons including traumatic brain injury, stroke or drug overdoses.

A powerful brake

Although not all seizures lead to epilepsy, some trigger changes in the brain that heighten the risk of the disorder. Dr. Shapiro's research sheds light on why most isolated seizures do not lead to full-blown epilepsy, whereas others do. An ion channel called the "M-channel" acts as a powerful "brake" on hyper-excitability in the brain. Another organizational protein, called AKAP79, acting much like an air-traffic controller, calls in more M channels as part of neuroprotective response machinery.

"In addition to epilepsy, the findings have implications for relief from chronic pains, cardiovascular disease and recovery from mood disorders," he added.

Pharmacological therapy to enhance M-channel gene expression or AKAP79 function "could jump-start this neuroprotective mechanism to prevent a seizure from turning into epilepsy," Dr. Shapiro said. "Administering it right after a traumatic brain injury could be very effective."

It was not known that electrical activity could regulate M-channel genes, Dr. Shapiro said. Nor was it known that the AKAP79 organizer protein, which coordinates many aspects of M-channel function, could turn on their genes in a person's DNA. By increasing M-channel expression in the brain, uncontrolled electrical firing of nerve cells in the brain is sharply controlled.

Mouse experiments

The Shapiro lab team records electrical currents and performs imaging in living nerve cells to measure M-channel activity. This study included inducing seizures in healthy mice. After a seizure, gene expression of M-channels in the hippocampus increased more than 10-fold within 24 hours, Dr. Shapiro said. This protective effect was completely absent in mice lacking the mouse version of the AKAP79 gene.

"Because excessive firing of nerve cells is also involved in chronic pains, such as migraines, mood disorders and hypertension, increasing M-channel signals to reduce nerve-cell firing could also likely be effective in treating those conditions," Dr. Shapiro said.

This is only the second research paper from The University of Texas Health Science Center at San Antonio to be published by Neuron since 1996.

In what appears to be a repackaged Galaxy Note, Samsung has announced the Galaxy Grand smartphone, a device sporting a 5-inch WVGA screen and runs on Android 4.1.2 Jelly Bean.

The smartphone boasts a dual-core 1.2 Ghz processor, 1 GB RAM, an 8-megapixel rear camera capable of 1080p video recording, accompanied by a front-facing 2-megapixel camera.

Samsung's Galaxy Grand offers 8 GB of internal memory with a microSD memory expansion slot, Wi-Fi b/g/n, GPS functionality, as well as an accelerometer, compass and gyroscopic sensor. While it fails to deliver 4G LTE connectivity, the handset connects to high-speed HSPA+ networks.

It'll be sold in two variants -- the I9080 and I9082. The former offers single SIM service, while the latter is able to deliver dual-SIM functionality, subsequently allowing users to utilize two separate cell numbers from the same phone.

Also included is Direct Call, Popup Video, Smart Alert, and S-Voice, which is Samsung's answer to Apple's Siri voice-activated assistant.

The Galaxy Grand was announced with no release date or pricing details. That said, expect it to be showcased during CES in January.

HBCU Leaders Must Acclimate Themselves with Corporate ...

Washington ? In order to ensure the future vitality of HBCUs, leaders of the institutions must position their faculty and students inside the corporate world to learn needs of business and how to speak business language.

It also pays to have administrators who know how to navigate the federal contract process and have principal investigators who have the requisite ?depth and breadth? of knowledge that it takes to compete for coveted government contracts.

Those were some of the key pieces of advice that a top military research administrator proffered Thursday at the UNCF Special Programs Corporation 2012 Knowledge Forum.

?Talk to corporations about how you can help them with their R&D,? said Dr. Reginald Brothers, Deputy Assistant Secretary of Defense for Research within the U.S. Department of Defense. ?Try to understand what a particular laboratory is doing.?

Brothers made his remarks during a panel titled ?Small Business, Entrepreneurship and Innovation.? Brothers and other federal administrators said that, while it?s expedient to learn how the federal contract process works, nothing trumps relationships when it comes to getting results.

?Capital does not flow to the best ideas,? said David Hinson, National Director of the Minority Business Development Agency within the U.S. Department of Commerce. ?It flows to the best relationships.?

Other panelists included an HBCU leader who could attest to that claim.

Dr. R. Timothy McDonald, Provost and Senior Vice President at Oakwood University, a little-known HBCU in Huntsville, Ala., recounted how relationships helped catapult the institution into a better position to compete for contracts.

It started when Oakwood became the first HBCU prot?g? in the ?Mentor-Prot?g?? signing agreement with a NASA prime contractor, Science Applications International Corp. of San Diego, also known as SAIC, essentially serving an HR function for NASA.

Consequently, McDonald said, Oakwood became the first HBCU to attain ISO 9001 certification, which enables it to compete as a prime contractor. ISO stands for the International Standardization Organization, and 9001 is ISO?s code for a quality management system.

?We would not have been able to do that on our own,? McDonald said, crediting the relationship with SAIC for helping the institution achieve its new status.

Oakwood has also secured more than a dozen internships for its students to work at SAIC and earn $17 an hour. Three or four students have been hired as a result, McDonald said.

While McDonald and others vouched for the value of relationships for HBCUs, Bill Thomas, Associate Vice President within the Office of Government Relations at Hampton University, touted a different tact: persistence.

Speaking with the persona of a henchman as he referred to the duties he executes under his ?boss??Hampton University President William R. Harvey?Thomas advised HBCUs to set clear goals and doggedly pursue the funding needed to turn those goals into a reality.

As a case-in-point, he cited $20 million in public money that Hampton University secured for its Proton Therapy Institute?a cancer treatment facility?after having been denied more than a dozen times prior.

?You have to be persistent,? Thomas said, recounting how he turned down $500,000 for the endeavor because it was nowhere near the $50 million that he had been seeking for the project.

The institute will generate money from treating patients, and the university will in turn invest the revenue in other university projects, Thomas said.

?Our bottom line is to make money,? Thomas said. ?If you?re not making money, you can?t be competitive. You can?t purchase the infrastructure to do these things,? he said in reference to various ideas that other panelists made for HBCUs to pursue in the realm of STEM education.

Much of the Knowledge Forum focused on how to inspire the next generation of scientists from among minority segments of the U.S. population, which one speaker noted are collectively projected to numerically overtake the White population within the next few decades.

During a session on STEM education, astronaut Leland Melvin, Associate Administrator within the Office of Education at NASA, spoke of the role of cultural icons, such as will.i.am, in encouraging future scientists. will.i.am recently wrote ?Reaching for the Stars,? a song about space exploration, that was played on a NASA rover currently on the Martian landscape, Melvin also made reference to how Black astronauts such as himself, once famously referred to as an ?afronaut,? could help inspire students to pursue careers in STEM.

But on a more practical level within the realm of higher education, Melvin said it?s important that it be made clear to college students how their science coursework is relevant to good-paying STEM careers.

?We?re losing 40 percent of students because they don?t see the relevance of what class means to them,? Melvin said of students who start out as STEM majors.

For its ranking the Economist uses a rather complex formula which comprises many factors. In particular, it covers not only higher educational institutions but also secondary schools, so it is possible to judge about the situation with education in in general. The Economist also provides a social-economic context of the situation in a given country. "The UN has a ranking of life quality, which also covers education. It also takes into consideration political freedoms, healthcare, life expectancy and respectively the quality of education. On this list Russia ranks 30th of 129 countries."

According to Carsten Sprenger from International College of Economics and Finance,Russia can top many education rankings on condition that it solves a number of issues.Russian universities have many good lecturers, the Russian school of Mathematics is very strong but the Russian education system lacks an efficient organization of teaching process, openness, readiness to attract foreign lecturers and to send their people abroad. If these problems are solved in ten year the picture will be different, Carsten Sprenger says.

Rihanna's "Unapologetic" tops Billboard album chart

LOS ANGELES (Reuters) - R&B singer Rihanna shot straight to the top of the Billboard 200 album chart on Tuesday with her seventh record "Unapologetic," scoring her first No. 1 album despite mixed reviews.

"Unapologetic," which topped iTunes charts in 43 countries just hours after its release on November19, sold 238,000 copies according to Billboard, scoring the 24-year-old singer from Barbados her best opening sales week to date.

The album's lead single "Diamonds" landed at the top of the Billboard Hot 100 chart last week, giving Rihanna her 12th No. 1 single and tying her with Madonna and The Supremes for the fourth-most chart-topping singles in Billboard history.

"Unapologetic" left some critics unsettled by the singer's harder sound and close-to-home lyrics. One track in particular that had everyone talking is "Nobody's Business," Rihanna's collaboration with ex-boyfriend Chris Brown, who was charged with assaulting her three years ago.

The album has been promoted extensively by Rihanna, who embarked on a seven day tour across seven cities around the world, accompanied by a plane full of fans and journalists.

The full Billboard charts will be released on Wednesday.

Seattle Seahawks cornerbacks Richard Sherman and Brandon Browner continue to deny that they have ever taken performance-enhancing substances despite facing four-game suspensions for testing positive.

According to Mike Garafolo of the USA Today, Sherman is saying that he unknowingly ingested Adderall prescribed to a teammate according to a person familiar with Sherman?s explanation. Sherman?s agent, Kevin Poston, would not speak on the specifics of the case but when presented with the scenario described Poston said, ?What appears is not always the case. Hopefully, when the facts come out, justice will prevail.?

Ian Rapoport of the NFL Network also reported the scenario described by Garafolo.

Sherman, however, is completely denying that?s what took place. In a series of texts Monday night, Sherman disputed the accounts being reported by the USA Today and NFL Network.

?It?s totally false,? Sherman said. ?It will be resolved in time and I have never taken anything.?

Sherman has denied ever taking Adderall since the suspensions were first reported on Sunday.

Browner?s agent, Peter Schaffer, also denied the claims against him client.

?I can tell you that Brandon Browner has no knowledge of how any illegal substance could have gotten into his system,? Schaffer said. ??He takes tremendous care of his body and he is very careful with what he puts into it. We?re exploring all avenues to try and figure out how any substance out of the ordinary would be in his system.?

Per Garafolo, Browner is already in the league?s substance-abuse program following an undisclosed incident while playing for the Denver Broncos in 2005. Jason La Canfora of CBSSports.com was on Sports Radio KJR in Seattle Monday morning and relayed Browner?s denial of taking any performance-enhancing substance knowing how frequently he is tested due to being in the substance-abuse program.

?[Browner]?s someone who?s tested regularly; up to three times a week,? La Canfora said. ?So he?s told people, ?look, I knew what I was up against. I don?t even drink a beer because I?m so wary of having a positive for anything.? So he?s been adamant that ?I?m not on anything. I?ve gone out of my way not to put any sort of substance, supplement, or anything other than what you would normally eat and drink.??

Schaffer said they received notice from the league about the positive tests last week. He said normally hearings for these matters are usually scheduled within 20 days of the notice being sent but circumstances could require it to take longer. Schaffer said he wasn?t sure how long it would take for this particular hearing to come about.

?It?s too early to tell what we?re going to need, what witnesses and evidence and experts are going to be required so there is no way to even guess at this point,? he said.

Until those appeals are resolved, both Browner and Sherman are eligible to play for the Seahawks. Head coach Pete Carroll said Monday that he fully expects to have them available for this Sunday?s game against the Chicago Bears.

(AP) ? Police on Monday found and defused a bomb planted under the car of a prominent Pakistani TV anchor threatened by the Taliban for his coverage of a schoolgirl shot by the militants, police said.

The bomb was made up of half a kilogram (one pound) of explosives stuffed in a tin can, said Bani Amin, the police chief in Pakistan's capital, Islamabad, where the incident occurred. It was placed in a bag and attached to the bottom of Mir's car, said Amin.

One of Mir's neighbors noticed the bomb under the car after the TV anchor returned from a local market, and the police were notified, said Rana Jawad, a senior official at Geo TV.

No group has claimed responsibility.

The Pakistani Taliban threatened Mir and other journalists last month over their coverage of an assassination attempt against Malala Yousufzai, a 15-year-old schoolgirl activist who was shot in the head by the militants in the northwest Swat Valley.

The Taliban targeted Malala for criticizing the militant group and promoting secular girls' education, which is opposed by the Islamist extremists. She is recovering in Britain.

Pakistani Interior Minister Rehman Malik offered 50 million rupees ($500,000) for information about those responsible for the attempted attack against Mir.

The anchor said on TV after the incident that it would not deter him from speaking the truth.

"It was proven today that the Protector is more powerful than the attacker," said Mir.

He said he wasn't prepared to blame the Taliban for the attempted bombing, claiming he had received threats from others as well.

Elsewhere in Pakistan, a bomb hidden in a cement construction block exploded in the southern city of Karachi, killing one person, said senior police officer Farooq Awan. Four other people were wounded, he said.

The bomb contained about one kilogram (two pounds) of explosives and was detonated by a mobile phone, Awan said.

Pakistan suspended mobile phone service throughout most of the country on Saturday and Sunday to prevent attacks against Shiite Muslims during a major religious commemoration.

Despite the ban, a pair of bombings over the weekend killed at least 13 people.

Awan said he suspected the bomb in Karachi was meant to target Shiites over the weekend, but militants were not able to detonate it at the time because of the mobile phone cutoff.

Shiites are observing the holy month of Muharram. Pakistani Shiites on Sunday marked Ashoura, the most important day of the month.

Pakistan has a long history of Sunni Muslim extremists targeting Shiites, whom they consider heretics.

Also Monday, police said 16 addicts have died in the eastern city of Lahore after drinking cough syrup suspected of being toxic, said police officer Multan Khan.

Khan said they died at various hospitals in Lahore over the past three days. Two people were still being treated at the city's main hospital.

Police arrested the owners of three drug stores where the cough syrup was sold and sent a sample for analysis to determine whether it was toxic, Khan said.

Local businesses take spotlight for Small Business Saturday ...

SALISBURY - The biggest shopping day of the year may be over for large retailers, but today, small businesses hope it's their turn.

Scott Coleman, who runs Dead Ed's on East Innes Street in Salisbury, said he doesn't look forward to Black Friday when business is slow for the alternative clothing store.

Instead, he's been waiting for the day after.

"Black Friday is the big box store day, so that's what everybody does," Coleman said. "I hope Small Business Saturday makes up for what the big box stores get to do."

Gov. Beverly Perdue has proclaimed today as Small Business Saturday in North Carolina. Consumers are encouraged to use the Saturday after Thanksgiving, between Black Friday and Cyber Monday, to shop at small businesses around the state.

It's part of a growing national event dedicated to supporting small businesses on one of the busiest shopping weekends of the year.

For the third year in a row, American Express is promoting Small Business Saturday by offering a $25 statement credit. Cardmembers must first enroll their card at www.shopsmall.com, then use it today to spend $25 or more on a single in-store transaction at a qualifying small business.

An interactive map, available at www.shopsmall.com, can help shoppers find local small businesses that accept American Express cards where they can redeem the offer.

Those businesses include restaurants, coffee shops, retail stores and other locally operated establishments.

Jennie Pfaff, owner of Tranqwool Knitting Provisions on South Salisbury Avenue in Spencer, said the time between Thanksgiving and Christmas is extremely important for her shop.

"Half of my customers are knitting things for Christmas," she said. "There's this huge run up to Christmas where everybody's knitting and trying to get their gifts done."

Pfaff said she appreciates the recent push to buy American and shop local, and businesses like hers are eager to meet that growing demand.

The Green Goat Gallery shares a building with Tranqwool and also depends on the holiday season for an end-of-year boost. Owner Anne Waters said more shoppers start coming in this time of year looking for unique art pieces.

"A lot of ours are destination gifts or special occasion gifts, and those large purchases are certainly crucial to our business," Waters said.

She said the gallery is starting its holiday open house this weekend, complete with hot apple cider.

Pam Coffield, owner of Stichin' Post Gifts on South Main Street in Salisbury, said shoppers can avoid the holiday season's traffic and crowds by going to local stores.

"You may not realize it, but there are so many cute boutique shops in downtown Salisbury and so many places to eat," Coffield said. "There are so many good places right here under our noses. ... It's so much more fun to stay right here."

Las Vegas Real Estate Blog: Bank Foreclosures Start Again in Las ...

First, a little background:

Most large banks (Bank of America, Wells Fargo, etc.) are members of MERS, the Mortgage Electronic Registration System. This system allows a third party entity, like Recon Trust, to transfer notes between members of the system without recording the deed of trust into the new note holder?s name. So the name on the deed of trust and the name of the new note holder do not match since MERS was not required to record these documents. This made it difficult, if not impossible, for a homeowner facing foreclosure to actually find out who was foreclosing on them and try to work out an agreement. Many homeowners were foreclosed upon without ever being able to contact the existing note holder.
So in light of these national ?robo signing? scandals, Nevada was among 11 states that enacted legislation to protect homeowners and regulate illegal foreclosure activity. In Nevada, Assembly Bill 284 was passed which required a bank employee to sign an affidavit stating that to the employee?s personal knowledge all previous transfers of the note were correct before the bank could start the foreclosure process.
Since there is no bank employee that could possibly attest to previous transfers of a note, AB284 effectively stopped the Las Vegas bank foreclosure process in Nevada, and foreclosure filings dropped from around 6,000 per month to less than 1,000. (Not all banks were affected by AB284 since they were not members of the MERS system.)

In October of 2012, however, the Nevada Supreme Court ruled that banks using the MERS system would be able to foreclose on properties as long as the note holder and the name on the deed of trust matched prior to the foreclosure sale. ?This ruling will allow the third party entities used by MERS to record a deed of trust in the name of the current note holder and consummate the foreclosure process. Recording the deed of trust gives homeowners the opportunity to contact the note holder and work out a settlement, but doesn't allow them a "free ride" to stay in their homes indefinitely with no payment.


What this means for the Las Vegas real estate market:
The housing inventory has been at an extreme low for the past eight months, with bank owned foreclosures of Las Vegas single family homes accounting for only 10% of the active listings at any given time. Active short sales account for about 20% of the active single family listings and the rest are ?real? sellers. It?s a ?seller?s? market, prices have risen steadily since January, there are multiple offers on most listings within days of coming on the market, and buyers are finding it difficult to make a purchase unless they bid above appraised value. ??

Banks have started the foreclosure process again, and we do expect new inventory to begin?hitting the market after the first of the year, probably in or March or April. However, the banks do still have very stringent hoops to jump through, and there is no huge wave expected all at one time. Still, there should be more?listings on the market, allowing frustrated homebuyers the opportunity to finally get an offer accepted. Hopefully we will get back to a more balanced market that remains steady for the next few years. A balanced market is better for both buyers and sellers and the local economy.

(AP) ? It doesn't matter if the earth sways in Chile, Alaska or Japan, the formation of the sea floor along the U.S. West Coast generally aims any tsunami surges at the tiny California port town of Crescent City. Churning water rushes into the boat basin and then rushes out, lifting docks off their pilings, tearing boats loose and leaving the city's main economic engine looking as if it has been bombed.

That's what happened in March 2011, when a Japanese earthquake sparked a tsunami that sank 11 boats, damaged 47 others and destroyed two-thirds of the harbor's docks.

Port officials are hoping that tsunami is among the last of many that have forced major repairs in Crescent City, a tiny commercial fishing village on California's rugged northern coast. Officials are spending $54 million to build the West Coast's first harbor able to withstand the kind of tsunami expected to hit once every 50 years ? the same kind that hit in 2011, when the highest surge in the boat basin measured 8.1 feet (2.5 meters) and currents were estimated at 22 feet (6.7 meters) per second.

Officials are building 244 new steel pilings that will be 30 inches (76 centimeters) in diameter and 70 feet (21 meters) long. Thirty feet (9 meters) or more will be sunk into bedrock. The dock nearest the entrance will be 16 feet (5 meters) long and 8 feet (2.4 meters) deep to dampen incoming waves. The pilings will extend 18 feet (5.5 meters) above the water so that surges 7 ? feet (2.3 meters) up and 7 ? feet down will not rip docks loose.

Crescent City was not the only West Coast port slammed by the tsunami, which was generated by a magnitude-9.0 earthquake in Japan. The waves ripped apart docks and sank boats in Santa Cruz, California, and did similar damage in Brookings, Oregon, just north of Crescent City. But their geographical location doesn't make them as vulnerable to multiple tsunamis.

"Normally, Crescent City takes the hit for all of us," said Brookings harbormaster Ted Fitzgerald.

Since a tidal gauge was installed in the boat basin in 1934, this small port has been hit by 34 tsunamis, large and small. It typically suffers the most damage and the highest waves on the West Coast, said Lori Dengler, professor of geology at Humboldt State University.

The sea floor funnels surges into the mouth of Crescent City's harbor, and the harbor's configuration magnifies them, experts say.

A wave generated by an earthquake in Alaska on Good Friday, 1964, killed 11 people and wiped out 29 city blocks. That was 10 years before the boat basin was even built.

When the waves hit in 2011, the port was still repairing damages from a tsunami that hit in 2006. Officials already had a plan for dealing with future tsunamis, said Ward Stover, owner of Stover Engineering in Crescent City, which put together the plan.

With no tsunami building codes, Stover said the state of California and Crescent City decided to prepare for the kind of tsunami expected to hit every 50 years. They rejected as too expensive building a tidal gate to close off the mouth of the harbor or trying to survive a powerful tsunami like the one that hit in 1964. Instead, they planned to make the docks strong enough to ride out the most likely surges.

"It's tsunami-resistant, not tsunami-proof," Stover said.

Construction has been marked by one delay after another. Government funding was slow, and a custom-built drill bit for installing the extra-strength pilings deep in bedrock broke. So authorities switched to installing temporary docks the old-fashioned way, by pounding in the pilings, to get them through the winter. Many of the 60 commercial fishing boats based in Crescent City are still mooring in the outer harbor. Others have to make do without water or electricity.

The March 2011 tsunami was a wake-up call for communities up and down the West Coast. Many improved tsunami evacuation plans and held mock evacuations.

But some experts say the West Coast is still not taking the threat seriously enough.

"Many ports on the West Coast are in denial as to their tsunami hazard," said Costas Synolakis, professor of civil and environmental engineering and director of the Tsunami Research Center at the University of Southern California.
