We don't support cyber-attacks: Chinese military

p>China's military Wednesday said the country's armed forces had never backed any hacking activities and denounced as "groundless both in facts and legal basis" US cybersecurity firm Mandiant's report that it was behind cyber-attacks against US companies.

China's laws ban any activities disrupting cyber security and Chinese government always cracks down on cyber crimes, Geng Yansheng, spokesman with Ministry of National Defense, said at a briefing.

Mandiant Monday released a report which alleged that a secret Chinese military unit in Shanghai was behind years of cyber-attacks against US companies, reported Xinhua.

The spokesman said Mandiant's report was groundless because the report came into the conclusion that the source of attack came from China only with the discovery that attacks were linked to IP addresses based in China.

First, as known to all, it is a common sense and method on the Internet to conduct hacking attacks by peculating IP addresses, the spokesman said. "It happens almost everyday."

Second, there has been no clear and consistent definition on cyber-attacks around the world. The report is lack of legal basis to assert cyber espionage only by collecting some routine cyber activities, Geng said.

Third, cyber-attack is transnational, anonymous and deceptive with its source often difficult to be identified. Releasing irresponsible information will not help solve problems, he said.

NFL Draft Prospect Alec Ogletree Reportedly Charged with DUI

Alec Ogletree?s first-round NFL draft stock may have just taken a major hit.

Last week, Ogletree was reportedly arrested for DUI in Arizona, according to Mike Florio of Pro Football Talk.

This isn?t the first off-field incident in Ogletree?s history, either. The former star Georgia Bulldogs linebacker was suspended for four games to begin the 2012 season due to an undisclosed violation of team rules.

Ogletree was believed to have tested?positive on a drug test, resulting in the suspension, but the team never released an official reason for the suspension.

The biggest question for teams moving forward is how to weigh the risk versus reward when evaluating Ogletree. Lapses of judgment can certainly happen to anyone?no one is perfect. But repeated demonstrations of poor decision-making are a red flag for NFL teams.

Last season, teams shied away from selecting cornerback Janoris Jenkins due to character concerns stemming from multiple transgressions resulting in his expulsion from the Florida Gators football team.

The St. Louis Rams carefully evaluated him and pulled the trigger by selecting him at the top of the second round. It panned out, at least so far.

At the end of the day, everyone makes mistakes at some point to some degree. Young men and women are not infallible. Teams need to do their homework and get to know Ogletree over the coming months to help get a better understanding of him as an individual, not just a football player.

This is a situation to monitor with the NFL draft rapidly approaching. April is right around the corner and Ogletree?s arrest could definitely shake up some draft boards and projections in the coming weeks.

Jets? owner talks realignment on Hockey Night in Canada

Mark Chipman isn?t a recluse, but the owner of the Winnipeg Jets doesn?t exactly seek out the limelight, either. So his appearance on Hockey Night in Canada Friday was a nice get for the show.

Host Scott Oake killed a couple minutes chatting with Chipman before he finally got around to the question that matters: realignment. He asked ?Jesus of the Prairies? if he thought the team would be in a conference more friendly for travel and for more natural rivalries.

?Yeah, I?m quite certain that?ll be the case,? said Chipman, who has been deeply involved in the process. ?I?m not quite certain how it will line up. I suspect it will be much like what we agreed to a little over a year ago. We?ll be playing down in the Central time zone which we were excited about, not only for the travel, but there was to be a couple of Original 6 teams in that conference. Playing against Minnesota, I think we could develop a really good rivalry as well.?

The December 2011 plan would have seen the Jets grouped with Detroit, Columbus, Nashville, St. Louis, Chicago, Minnesota, and Dallas. That proposal was scuttled by the NHLPA, forcing the Jets to remain in the geographically remote Southeast division for this shortened season.

The NHL and NHLPA are expected to resume talks on realignment next week, with sources suggesting a vote by owners to approve a slightly altered version of the 2011 plan could come as soon as Feb. 25.

The University of Baltimore seeks a visionary leader to provide strategic direction for the newly created Career and Professional Development Center. The Center supports the University's commitment to "Knowledge That Works." To assist in the development of UB students, the Director will lead a comprehensive and centralized model of services and resources that build 1) student self-awareness and self-advocacy; 2) support lifelong career management for students and alumni utilizing UB Career Cycle methodology; 3) assist undergraduate and graduate students, and alumni in development of 21st century skills needed to prepare for a global marketplace; and 4) foster relationships with a variety of internal and external stakeholders (i.e. academic affairs, alumni relations, alumni, etc.) on behalf of UB students and alumni. Administration and Supervision

  • Lead a growing team of regular and contractual employees, graduate assistants, and student workers to meet departmental and University-wide goals.
  • Manage all aspects of the staffing process including hiring, training, supervising and evaluating personnel.
  • Oversee, maintain and implement the fiscal budget for the department.
  • Partner with Institutional Advancement in working with corporations and donors to raise funds for the University Career Center

  • Oversee the production of internal and external communications, including marketing, website and social media tools.
Program Management and Service Delivery
  • Oversee the implementation and assessment of the Professional Development Institute, a campus-wide initiative that cultivates students' professionalism and empowers them to present themselves in the job market or for graduate school.
  • Serve as content expert on career services; provide guidance to career coaches and instruction for coaching students regarding career choice, selection of major, resume writing, cover letter, interview skills, internship and job strategies, graduate school and other career development areas.
  • Utilize cutting edge technology to support program and service delivery.
  • Expand and develop creative and comprehensive career services for undergraduate and graduate students, and alumni. Conduct research on best practices in career services, and identify educational and employment trends to meet the changing needs of employers, students and alumni. Executes a forward

MINIMUM QUALIFICATIONS
  • Master's degree in education, counseling, college student personnel, training and development or pertinent field.

  • A minimum of seven years of progressively responsible experience in higher education specifically in career services is required.
  • Expertise with current practices in career development and demonstrated skill in staff supervision, budget management, strategic planning, assessment and learning outcomes and career-services technology are essential.
  • Demonstrated ability to work effectively with faculty, students, alumni, staff, parents and employers.

OPINION: The Government has performed a u-turn by deciding to overhaul the rules underpinning telecommunications regulation less than two years after it rewrote the Telecommunications Act in 2011.

The about-face will inevitably be portrayed by lobby groups and opposition MPs as a blow for consumers, who can't now expect to benefit from lower regulated pricing for copper broadband prices, and as a concession to vested interests such as investors in Chorus.

There is certainly some validity to that view, but it is simplistic.

An unavoidable consequence of the structural separation of Telecom was that the Commerce Commission had to be instructed to review wholesale copper broadband pricing and to set a price that was based more closely on Chorus' costs in providing the service.

Almost inevitably, that implied it recommend a steep price cut.

But with the Commission having duly done its job, panic set in.

What if people didn't switch to ultrafast broadband because copper was cheaper? What if Chorus' drop in income undermined the company to such an extent that it just couldn't afford to build the UFB network?

The resignation of Chorus' top engineer, Chris Dyhrberg, yesterday would not have soothed nerves. It seemed an early warning sign the company might not be coping with its Crown commitments.

The Government always intended to review the regulatory regime and put in place new rules that would apply once the UFB network had been completed in 2019 and UFB effectively became a private-public monopoly.

By bringing forward that review, Communications Minister Amy Adams has signalled the price of copper broadband will not be slashed and the migration to UFB will be accelerated. It is a ministerial review and the role of the Commission will essentially be that of a spectator.

Critics will argue the upshot will be that copper broadband users will be cross-subsidising UFB, and that - especially unfair - those who live in areas where UFB will be deployed late or not at all will have to pay the biggest subsidies.

The counter-argument is that the Government's investment in UFB always hung on the premise that there would be significant "externalities" - overall gains to society - from getting the vast of bulk of town and city-dwellers on to a ubiquitous ultrafast communications network, and that doing whatever it takes to complete that migration quickly is therefore in everyone's interests. Otherwise, why is the Crown making the investment in UFB at all?

In many ways, the debate we about to have between supporters and opponents of today's announcement will simply be another relitigation of that question.

1865 baseball card fetches $92K in Maine auction

BIDDEFORD, Maine (AP) - A rare 148-year-old baseball card discovered at a rural Maine yard sale has been auctioned for $92,000.

Saco River Auction Co. in Biddeford held an auction Wednesday night that included a card depicting the Brooklyn Atlantics amateur baseball club.

Troy Thibodeau, manager and auctioneer at Saco River Auction, said the card drew plenty of interest. Bidding started at $10,000 and quickly rose to the final $92,000, which included an 18-percent premium.

The name of the buyer, who was at the auction house, was not released.

The card isn't the same as a modern-day baseball card, which became common in the 1880s. Rather, it's an original photograph from 1865 mounted on a card, showing nine players and a manager.

The Library of Congress said last month it was aware of only two copies of the photo. The other is in the institution's collection.

In its book "Baseball Americana," the Library of Congress calls the item the first dated baseball card, handed out to supporters and opposing teams in a gesture of bravado from the brash Brooklynites, who were dominant and won their league championships in 1861, 1864 and 1865.

A Maine man who doesn't want to be publicly identified found the card inside an old photo album he bought while antique picking in the small town of Baileyville on the Canadian border. The man bought the photo album, old Coca-Cola bottles and a couple of oak chairs together in a single purchase for less than $100, Thibodeau said.

It was impossible to predict what kind of price the card would fetch because of its rarity, he said, but he guessed before the auction that the winning bid would fall somewhere between $50,000 and $500,000. The priciest baseball card ever is a 1909 Honus Wagner card, which sold for $2.8 million in 2007.

"We're happy with it and the consigner is happy with it," Thibodeau said.

A large crowd was present for the auction of the card, one of 425 items being sold. The auction house has seating for about 150 people, and can hold an estimated 500 people for standing-room crowds.

ANCHORAGE, Alaska (AP) ? The FBI has released handwritten notes found beneath the body of confessed Alaska serial killer Israel Keyes, but says the writings offer no investigative clues or names of victims.

Keyes died Dec. 2 in an Anchorage jail cell after he slit his wrist with the blade of a disposable razor that was embedded in a pencil. He also strangled himself with a bedsheet.

He was awaiting trial in the 2012 slaying of an 18-year-old Anchorage barista. Keyes confessed to killings in Alaska and Vermont and alluded to other possible victims in other states.

FBI special agent Mary Rook says Keyes' notes were written on a yellow legal pad. They were too bloody to read immediately but were sent to the FBI laboratory in Virginia and restored.

The notes appear to include poetry and about violence and deception.
