It took years ? if not decades ? for her to get comfortable with her galactic status.

What drew her out was her San Diego-based education company, Sally Ride Science, which promotes science and math careers for girls and young women. She was determined to give back and she did, a thousand times over before her death on Monday at age 61.

The Soviet Union had been lofting female cosmonauts into orbit going back to the flight of Valentina Tereshkova in 1963, who orbited the Earth for almost three days.

Ride burst onto the public stage 20 years later when NASA chose her to be the nation's first woman in space.

With her catchy space-flying name and rock-solid science credentials, Ride inspired females the world over with her historic shuttle flight in 1983, five years after she and five other women gained entry to NASA's exclusively male astronaut club.

Some of those girls who looked up to Ride, way back when, went on to become astronauts themselves. Ride, a physicist, proved that women could be equal partners in space and that they, too, could aspire to such heights.

Ride was intensely private, though, and spurned the news media.

Her astronaut ex-husband, Steve Hawley, recalled Monday how she found herself "a very public persona," and "it was a role in which she was never fully comfortable."

"While she never enjoyed being a celebrity, she recognized that it gave her the opportunity to encourage children, particularly young girls, to reach their full potential," Hawley said in a statement.

In all, Ride flew just twice in space, both times aboard Challenger. A third shot at orbit vanished when the Challenger blew up. She found herself investigating the 1986 launch accident and in 2003 was back on a presidential panel looking into Columbia's destruction during its trip back to Earth, the echoes, as she put it, coming in loud and clear.

She lamented the fact that on the 20th anniversary of her record-breaking spaceflight, she was presiding over yet another shuttle tragedy.

Yet she said she'd jump at the chance to fly again on a shuttle, even after such horrific events, provided she could skip all the hard work that went into a mission.

There were times, though, that she wished she hadn't been first. Her female astronaut colleagues back then said they were glad it wasn't them.

The scrutiny, in and outside NASA, was off the scale. Ride was bombarded with sexist questions by reporters before her maiden voyage.

One newsman asked whether Ride wept when things went wrong. Another reporter asked if she planned to have children, and another wondered if she'd wear a bra in space. "There is no sag in zero-g," she replied.

At one point, Ride complained, "It's too bad this society isn't further along and this is still such a big deal."

She refused this reporter's request for an interview on the 10-year anniversary of her flight, but accepted a chance at reminiscing on the 20th.

"It was a huge honor," Ride said in an interview with The Associated Press in 2003. "On the other hand, it sure did complicate things. I'm the sort of person who likes to be able to just walk into the supermarket and not be recognized. I can do that most of the time now."

"A lot of people recognize the name. Very few recognize my face. That's very good," she said, laughing. "That is very good."

Ride was encouraging and highly supportive when astronaut Eileen Collins became the first female shuttle pilot and, consequently, commander back in the 1990s.

Collins was among the young women inspired by Ride's courageous journey and, like so many others, were stunned to learn of her death.

"Sally left us too soon," Collins said in a statement put out by NASA. "God Speed Sally, you will be greatly missed."

Nanoparticle Completely Eradicates Hepatitis C Virus

Diggester writes "While Americans worry every year about getting a flu shot or preventing HIV/AIDS, the deadlier silent killer is actually Hepatitis C, killing over 15,000 people yearly in the U.S. since 2007 ? and the numbers continue to increase as the carriers increase in age. The breakthrough came from a group of researchers at the University of Florida, creating a 'nanozyme' that eliminates the Hep C 100% of the time; before now, the six-month treatment would only work about half the time. The particles are coated with two biological agents, the identifier and the destroyer; the identifier recognizes the virus and sends the destroyer off to eliminate the mRNA which allows Hep C to replicate." TMobile USA gives black HTC One S to hardworking staff, leaves other Americans turning green

International HTC One S buyers might look at the black version like it's humdrum, but if you're an American who's had no realistic choice but to get the gray T-Mobile edition, black is a rare and coveted thing. T-Mobile knows this all too well, and it's using the micro arc oxidized hue as an incentive for loyal employees: work diligently enough, and a black One S with native T-Mobile HSPA+ is yours. There's no word from the TmoNews tipster as to whether or not the color will ever reach the buying public, which could make it a rare collector's item for Android lovers -- not to mention a mild form of torture for HTC enthusiasts. The optimistic among us are hoping that it's a sign of phones to come and that both black as well as gray can live in harmony on T-Mobile shelves.

Clothing retailer's insensitive #Aurora tweet enrages Internet

After many emotional hours of sifting through tweets by witnesses, victims, and observers of the shooting in Aurora, Colorado, we were stunned to find that?? thanks to some combination of?ignorance, tastelessness, and sheer stupidity?? an online clothing retailer?made light of the situation in an attempt to promote its product.

"#Aurora is trending, clearly about our Kim K inspired #Aurora dress," declared a tweet from the account belonging to Celeb Boutique, ending with an emoticon wink and a link to a product?page.

The tweet was posted at 10:35 a.m. ET, long after Twitter was flooded with information about the?devastating?incident?which left?59 people injured and 12 dead. It's difficult to believe that whoever runs the Twitter account of the Argentina-based retailer somehow missed hearing about?the tragic?news while he or she noticed that the #Aurora hashtag was trending.

But at 2:53 p.m. ET, the insensitive tweet disappeared and was replaced by an apology ... followed by a retweet about what "a fabulous Friday" it is ... followed by a claim that the retailer was indeed somehow unaware of the Colorado shooting for hours.

Several more tweets were posted on the Celeb Boutique account shortly after that, apologizing again and again for the?initial?tweet and explaining that the retailer's public relations team is not based in the United States.?

The folks responsible for the Twitter account?were "totally unaware of the situation and simply thought [Aurora]?was another trending topic," one of the tweets adds. "We have removed the very insensitive tweet and will of course take more care in future to look into what we say in our tweets."

Unfortunately this isn't the first time we've seen such insensitive promptional?tweets after a public tragedy.?When deadly riots were occuring in Egypt, American fashion designer Kenneth Cole tweeted that the uproar in Cairo must be occuring because people "heard [that Kenneth Cole's] new spring collection is now available online." The Internet, as a whole, did not react much more kindly to that tweet than to Celeb Boutique's.

Though for some, the retailer's?apologies weren't good enough.?The?Internet vigilantes who act under the name "Anonymous" threatened to take down the Celeb Boutique site?when the more recent?incident occurred.

The crass promotional tweets aside, other social media hiccups surround events such as Friday's shooting as well. The @NRA_Rifleman Twitter account ??which describes itself as?"an official journal of the National Rifle Association ??for example, started the day by tweeting "Good morning, shooters. Happy Friday. Weekend plans?"

The tweet, along with the entire @NRA_Rifleman Twitter account, has been deleted at this point.?NRA spokesperson Andrew Arulanandam told CNN's John Sutter that a "single individual, unaware of events in Colorado, tweeted a comment that is being completely taken out of context."

We have reached out to the NRA and Celeb Boutique for further statements?about their Twitter faux pas, and will update if we hear back.

Broadband Policy Watch: Ofcom's 2012 Communications Market ...


Yesterday Ofcom published its?2012 Communications Market Review (press release here). A few headline points of interest:
  • Traditional forms of communications are declining in popularity, with the overall time spent on the phone falling by 5% in 2011. This reflects a 10% fall in the volume of calls from landlines, and for the first time ever, a fall in the volume of mobile calls (by just over 1%) in 2011.
  • UK households now own on average three different types of internet-enabled device ? such as a laptop, smartphone or internet-enabled games console ? with 15% owning six or more devices.
  • Four in ten (39%) adults now own a smartphone, a 12 percentage point increase on 2010.
  • Internet connected ?smart TVs? are growing in popularity with 5% of UK households now owning one, giving consumers the ability to ?Turf? ? both watch TV and surf the web.
  • Home internet access went up by three percentage points to 80% - the largest rise was among 65 to 74 year olds, increasing nine percentage points to 64% between Q1 2011 and 2012.
  • However, year-on-year growth of the UK online audience has slowed to 1.6%. Since January 2004 the number of desktop/laptop internet users in the UK rose by an average of 6.2% each year to 39.7 million in January 2012. However, annual growth has slowed from 10.3% in January 2009 to just 1.6% in January 2012. Average time online per month per internet user stood at 23.5 hours for 2011.
  • A third of people aged 16-24 lived in homes where mobiles were the sole form of telecoms in Q1 2012 ? more than double the 15% average across the UK.?
  • The total number of UK fixed broadband connections passed 20 million for the first time in 2011. In addition, the number of mobile broadband connections passed 5 million during the year, and by the first quarter of 2012 76% of UK homes had a broadband connection of some description, with most of these (84%) relying solely on a fixed broadband connection.
  • BT and Virgin Media?s superfast broadband services were available to around 60% of UK homes by March 2012.? This was seven percentage points higher than a year previously, mainly as a result of BT?s ongoing fibre-to-the-cabinet rollout. At the end of March 2012 there were 1.4 million UK superfast broadband connections,equating to 6.6% of all connections.
If home Internet access stands at 80% and 76% of homes have broadband, 4% of households must still be reliant on dial-up? Separate Ofcom releases focused on developments in Scotland, Wales and Northern Ireland. Of particular note is that Northern Ireland has the highest availability of superfast broadband in the UK, with superfast services being available to around 94% of premises, compared to 60% for the UK as a whole.

Both ISP Review and ZDnet focused on the low takeup of superfast services, while the BBC's coverage was more general. ISP Review note that the takeup of superfast services, while still a small proportion of the whole, has increased significantly over the last year:

"...Ofcom notes that this 6.6% figure still equates to 960,000 (162%) more than there had been a year previously (i.e. 2.1% in Q1-2011). The regulator expects a significant rise over the coming years as Virgin Media, which can reach around half of the country, continues to upgrade its customers cable broadband speeds and coverage of BT?s FTTC technology increases towards passing 66% of premises in 2014 (possibly 90% by 2016/2017 if it wins the lion?s share of government funding)."

Assad brother-in-law, Syria's shadowy enforcer

The world saw only a handful of pictures of Assef Shawkat. Few knew what he really did, or what power he wielded.

But any Syrian would have told you that President Bashar Assad's 62-year-old brother-in-law, reported to have been killed in a suicide attack in Damascus on Wednesday, was one of the pillars of Assad family rule.

Despite a difficult entry into the Assad clan, Shawkat was widely seen as a member of the president's inner circle. After years as deputy head and then chief of military intelligence, he had become deputy defense minister, another position that allowed him to wield power out of the limelight.

U.S. diplomatic cables published by Wikileaks described him as both a clever, well-read officer and as part of Syria's "killing problem."

Washington imposed sanctions on Shawkat in 2006 on suspicion that he orchestrated the assassination of former Lebanese prime minister Rafik al-Hariri and other officials seen as threats to Syrian influence.

"Shawkat has been a key architect of Syria's domination of Lebanon, as well as a fundamental contributor to Syria's long-standing policy to foment terrorism against Israel," the U.S. Treasury said at the time.

Activists fighting to topple Assad saw Shawkat as the iron fist of the establishment, pushing for a ruthless approach to the rebellion. But Lebanese security sources close to the Assads said Shawkat had always acted as part of a powerful, close-knit inner circle.

"Shawkat prefers force but he is just one part of the decision-making group. This regime is like a network," said a Lebanese security source close to the Damascus center of power.

The "network" is mostly from Assad's minority Alawite sect, which dominates Syria's elite but is now confronted with an uprising led by the underdog Sunni Muslim majority.

When president Hafez Assad died in 2000 after almost 30 years in charge, Shawkat was believed to be one of a handful of people who helped to run the country before Bashar took power.

During Bashar's election campaign, critics made mock posters with caricatures of him, his brother Maher and Shawkat. The caption read: "For the first time in Syria: Vote for one president, get two more absolutely free."

The joke highlighted the shift in Syrian governance after Hafez's death, from a personality cult carefully led by one man to a group of co-captains.

Opposition figures say the lack of transparency in government and the secrecy that shrouds top figures is one reason for their difficulty in trying to negotiate with Syria's rulers.

They say Shawkat appeared in public only twice after the revolt grew into an armed insurgency. He went to Zabadani, a mountain resort near the capital, when the rebels temporarily seized it. Later he went to the city of Homs, center of the uprising, when the army launched an assault on rebel-held areas.

Hundreds were killed in both places.

"Both times, the same thing happened. He met with some rebels, he told them: 'Move out of the area and we will turn the lights and water back on. The assault will stop'," said one activist, who asked not to be identified.

"Both times, the rebels withdrew from their positions. The lights and water went back on. And both times, the shelling started the next day.

"This is what puzzles us: Did he trick the rebels? Or had he simply lost the authority to tell the army what to do?"

Big break
Shawkat's marriage into the Assad family brought him mixed fortunes, and his life read in some ways like something out of the soap operas he was said to write as a hobby.

Shawkat was a member of the Alawite sect, an offshoot of Shiite Islam that has dominated the elite since Hafez Assad took power in 1970. But other than religion, he had little in common with the Assad children, born into the ruling class.

He left his modest home in the coastal Tartous province and joined the army, working his way up through the ranks.

But his big break came when he divorced his first wife and married Bushra, Bashar's older sister.

The move took nerve and nous, given that both the late president and his eldest son and heir apparent Basil both disapproved of Shawkat, according to diplomats and members of the security services.

Basil considered Shawkat too lowly to join the Assad clan and even jailed him in 1993 to keep him away from Bushra, according to security sources and to U.S. diplomatic cables published by Wikileaks.

Then a year later Basil died in a car crash, and the couple married. Hafez Assad made Shawkat deputy chief of military intelligence, and in 2005 Bashar appointed him to head the unit. positions that enabled him to pull strings in Syria's dealings with its troubled neighbors, Iraq and Lebanon.

One leaked American cable called him "the comeback player of the regime".

But Shawkat's relationship with the new generation of Assads appears to have been tempestuous.

Diplomats say Maher, Bashar's younger brother and head of the elite Republican Guard, once shot him. Some believe Bashar himself was wary of his brother-in-law and his sister, who was the favorite of their late father.

"We do know there was a certain amount of rivalry ... Shawkat and Bushra for quite a long time used to think of themselves as more presidential than Bashar and (his wife) Asma," said British historian Patrick Seale.

Whatever the personal tensions, Shawkat never seems to have wavered in his determination to keep the ruling clan and the Alawite establishment in power.

"They know their fate is shared and that could mean paying the ultimate price," said the Lebanese source with close knowledge of the Damascus government.

"If one of them falls, they all do."

How to use iCloud to share appointments, apps, and more for the whole family

How to manage iCloud accounts for families and across multiple devices

If you have a family and more than one iPhone, iPad, or iPod touch floating around, iCloud can make it much easier to share everything from doctors appoints to game purchases, but it can be a challenge to set things up perfectly. Deciding which devices sync which services, and what if any parental restrictions need to be put in place are all important choices to make.

Here are your options and some ideas to get started.

Shared iCloud accounts vs individual iCloud accounts

How to set up an iCloud account from your iPhone iPad or iPod

One of the first decisions you'll have to make is between a unified, shared iCloud account for the whole family, multiple, individual accounts, one for each family member, or a mix of both. We recommend a mix of both.

A single, shared iTunes account is better for:

  1. iTunes, iBooks, and App Store downloads. Yes, different tastes will lead to strange and amusing Genius recommendations, but the ability for everyone to re-redownload music, TV shows, books, apps, and games will more than make up for it.
  2. Find my iPhone. Having one iCloud account tracking all the devices in your family makes it easy for anyone to help anyone else help out when an iPhone, iPod touch, or iPad is stolen. Teenagers may make privacy demands, but that's something to work out as a family.

Separate, individual iTunes accounts are better for:

  1. iCloud backup. Since the free account limit is low, each family member will need their own account or it will quickly fill up.
  2. Calendar sharing. While it may seem like one account would be better for everyone, since not all family members will have identical appointments, the ability to share only specific appointments works out better in the end.
  3. Find my Friends. Unlike Find my iPhone, Find my Friends needs separate accounts to track separate people, especially when out and about or on vacation.

How to set up your iCloud accounts

If you decide to go with one joint family account, and separate accounts for each family member, you'll need to set them up (if you haven't already).

Once you're done setting up your free iCloud accounts, you can start using them across your devices.

How to enable individual iCloud accounts on your family's iPhones, iPods, and iPads

  1. On each iPhone, iPad, or iPod touch individually, go into Settings.How to add iCloud account to existing e-mail account list on iPhone iPad iPod
  2. Tap on Mail, Contacts, & Calendars. How to add iCloud account to your iPhone iPad or iPod touch
  3. From here, choose Add account and choose iCloud. How to add your iCloud account to your iPhone iPad iPod
  4. Enter the credentials for each family member into their own iPhone, iPad, or iPod touch.
  5. You will next be asked what you'd like to sync. Each member can choose what iCloud services they want to use.

How to enable iTunes and App Store purchases sharing with your joint iCloud account

Once you've set up the individual iCloud accounts, you still need to enable the joint account so you can share purchased items from the App Store, iTunes, Newsstand, and iBooks.

Also decide who you're comfortable having the password for this account, because it will be used to make purchases. That might mean only the parents get it, and the kids have to ask the parents to enter it if and when they want to download something.

Memories of Relationships Past | Frank Love on Relationships

When you remember past relationships, do you think of your former partners fondly? Or are you bitter, angry or hurt? If you?re holding onto the painful memories, and choosing to forget the good times you had together, you?re only hurting yourself.

One of my favorite television shows is Harry?s Law, an off-beat courtroom drama starring the exceptionally-talented Kathy Bates, who won an Oscar for her performance in Misery. In a recent episode, Bates? character, Harry, is forced to reconcile her memories ? good and bad ? of her first husband, Arthur.

Arthur has died, and it seems that Harry was the closest person to him. She begrudgingly identifies his body, and has few positive things to say about him. She hasn?t seen him in 20 years but seems quite angry. She even notes that he ?had a knack for driving everybody away.? When the funeral director asks her what preparations she would like to make, she tells him, ?Just dig the hole.? When he asks how many people she expects to attend the funeral, she replies, ?Counting him? One.? Got a good sense of their history now?

Then, one of Harry?s staff attorneys stops her and asks her to tell him about the deceased. Harry explains that she had been Arthur?s legal secretary, and that he insisted she go to law school, because she would be good at it. As she reminisces, she also notes that he was a drunk, a gambler, a womanizer and the biggest scoundrel she ever met. Then, with a big smile on her face, she adds that he was ?one hell of a party.?

This got me thinking about a chapter in my forthcoming book, How to Gracefully Exit a Relationship. In it, I discuss the importance of remembering the beginning of relationships with past partners ? what brought you together, what you found attractive about that person, and the happy times you had along the way. Many of us spend years seething over the circumstances around a break-up, thinking about how terribly we were treated or how unhappy we were in the end. We rarely think far back enough to remember the good times, and there must have been good times, or those relationships wouldn?t have existed in the first place. But when we remember and focus on the positive aspects of past relationships, we are freed from the painful baggage that many of us carry around, often to the detriment of new relationships.

Harry is angry and seemingly-bitter about her relationship with her ex, until she?s probed to dig further back into her memory, past what must have been an ugly divorce, to a time when she wanted to be married to this man. In doing so, she discovers that he had a profound influence on her life and even who she is today. How beautiful!

I had a past relationship that ended unpleasantly. When I think back to that time in my life and begin to feel those negative emotions resurfacing, I stop and remind myself of the benefits that she brought to my life ? one of the most significant being her influence on my writing. Without that influence, I don?t know that I would be sharing this blog with you. To her, I have said, and say again now, ?Thank you. I remain grateful for every piece of my growth that you influenced.?

When remembering your past relationships, try to focus on the memories that are pleasant, empowering and happy. I am sure that some exist, because something attracted and connected you to this person at some point. You just might need to give yourself permission to dig deeper. You might even require help from a third party, or inspiration from old photos or letters. That?s OK. The experience is Powerful, and so are you.

Who knows? Add ?Father,? and one day, my headstone might read very similarly, depending on the interpreter.

Suit blames Ala. coach Saban's daughter for fight

TUSCALOOSA, Ala. (AP) ? The daughter of University of Alabama football coach Nick Saban is being sued by a sorority sister who claims the two got into a fight over a Facebook post after a night of drinking.

The lawsuit was filed late last month in Tuscaloosa by Sarah Grimes, who is identified as a sorority sister of Kristen Saban. Grimes suffered numerous injuries in a hair-pulling, throat-grabbing melee that an emergency room doctor said could have killed her, the suit claims.

The complaint seeks an unspecified amount of at least $10,000 and doesn't mention the football coach or his wife Terry Saban. A representative of the coach declined comment.

An attorney for Kristen Saban filed a motion to dismiss the lawsuit on Thursday, blaming the altercation on Grimes and claiming the coach's daughter acted only in self-defense. Kristen Saban's motion said she didn't cause any of Grimes' injuries.

"We strongly dispute the allegations ? and that's all they are at this point ? made in the complaint," said Josh Hayes, an attorney for Kristen Saban. "We will vigorously defend Kristen and the truth will come out."

A lawyer for Grimes, Stephen Strickland, called the lawsuit "a private matter."

"It's not about Nick Saban, it's not about Miss Terry. It's about two individuals who used to be sorority sisters and friends," Strickland said. Both are still students at the university.

The lawsuit claimed Grimes and Kristen Saban were playing a drinking game called "Power Hour" with friends on Aug. 28, 2010. After an hour, around midnight, they went to a Tuscaloosa bar called Rounders where Kristen Saban got mad because a guy she had dated wasn't paying her enough attention, according to the suit.

The group went to a house after last call at the bar and Kristen Saban became emotional, the suit said. While lying on the floor with two other young women the coach's daughter began saying "how everyone did not understand 'how it was' for her ... ," the complaint said.

"After Kristen refused to get off the floor after several people had tried to help her, Sarah looked over at Kristen and said, 'Kristen, please just shut up. We're all sick and tired of hearing it,'" according to the suit

Later, Kristen Saban posted to Facebook: "No one likes Sarah! Yayyyyy!" Confronted by Grimes, Kristen Saban deleted the post, the suit said.

Grimes claims the altercation began when she told Kristen Saban: "That's fine, but we're done, you're crazy." Grimes contends the other woman punched her repeatedly in the head, grabbed her neck and pulled her hair, leaving her bloody, swollen and bruised.

Friends took Grimes to the emergency room at DCH Regional Medical Center, which is adjacent to the university campus. There, both city and university police and the university's dean of students showed up in response to an assault call, the suit said.

University spokeswoman Cathy Andreen said a worker from the school's student affairs office, not the dean, went to the hospital after being notified by university police. Such checks are standard when a student is hospitalized, she said.

Andreen declined further comment, citing privacy rules.

Tuscaloosa police Sgt. Brent Blankley said officers went to the hospital and filled out a report. "The victim stated she did not want to prosecute in the case and the case was closed," he said, declining further comment.

The suit said Grimes was hurt so badly she suffered a concussion, an increase in migraine headaches, had nasal surgery and required psychological help.

"As a result of the beating and the head injuries Sarah Grimes sustained by Kristen Saban, Sarah has had repeated night terrors, anxiety, physical trembling, fears of dying from brain injuries, trouble sleeping, and intrusive recollections of the event," the lawsuit said.

Kristen Saban's lawyer argued that Grimes was responsible for her own injuries. The dismissal motion also said insurance covered Grimes' medical costs, so Kristen Saban shouldn't have to pay.

Kristen Saban pleaded guilty to an unspecified offense before the university's judicial board but was not prosecuted criminally, according to the suit. It said she was required to undergo psychological screening and take an anger management class.

A 2009 news release from the university about sorority recruitment identified both Grimes, of Pensacola, Fla., and Kristen Saban as new members of Phi Mu.

The Major League Baseball All-Star Game is tonight, pitting the American League?s best players against the National League?s greats. Sounds like a fun exhibition, right? If you said ?Yes,? you?re OUT ? of your mind. The league that wins this BATTLE also claims home-field advantage for whichever one of its teams reaches the World Series. That makes perfect sense, considering MLB mandates at least one player from all 30 teams (even the super gross ones) be included in the event. Remember: These are sensitive artisans, not grown men making millions of dollars to hit balls with sticks while spitting.

Puerto Rico sees sharp spike in dengue cases

SAN JUAN, Puerto Rico (AP) ? The number of detected dengue cases is running at above-average levels as Puerto Rico enters the peak season for the painful disease.

The territory's Health Secretary Lorenzo Gonzalez says 111 cases were reported the first week of June and 117 cases the previous week. Eight cases of the more-severe hemorrhagic form have been confirmed, though no one has died.

A U.S. Centers for Disease Control report shows new infections running at a pace that has marked past epidemics. Dengue cases usually peak in early October.

Gonzalez said late Tuesday that detected cases may be rising because of new courses to help doctors identify symptoms.

The mosquito-borne virus causes fever, severe headaches and extreme joint and muscle pain.

Dengue claimed a record 31 lives in Puerto Rico during a 2010 epidemic.

How to plan a debt-free vacation

When you're on a budget, planning a vacation may seem like an unnecessary luxury. But studies show that taking a break from work and everyday life stressors is good for both physical and mental well-being. Vacations are rejuvenating. They also promote and strengthen family bonds. With some foresight and a little planning, you can enjoy your break without worrying about breaking the bank. Here are some suggestions to get you started.

1. Start saving.

You don't have to know where you're going in order to start socking away money to get you there. Take a look at your budget and figure out how much money per month you can afford to set aside in a vacation fund. Stash as little as $100 a month, and you'll have $1,200 to spend on next year's getaway.?

2. Pick a destination.

Don't rush to zero in on an exact location. In fact, flexibility can be a money-saving friend. Determine the type of vacation your family has in mind -- tropical, historic, outdoorsy or a mix -- and make a list of potential vacation spots.

3. Go off-season.

You can save up to 50 percent or more on peak season prices by traveling when tourist traffic is at its lowest because hotels, restaurants and stores are more eager for your business.

4. Watch for deals.

Once you have a general idea of where you'd like to go, sign up for travel discount and deal sites such as Groupon Getaways, Living Social Escapes and TravelZoo. But don't let the bargains blind you: always read the fine print regarding extra fees, blackout dates, expirations and other terms.

5. Be alert.

Sign up for email alerts from airlines and rental car companies so you'll be in-the-know when they offer special deals. Travelocity's free FareWatcher service tracks roundtrip air fares for multiple destinations and notifies you of price changes. Other sites, including Kayak and Expedia, can help you find the lowest prices on airfare, rental cars and hotels.

6. Save money on meals.

If you're traveling by car or renting one, and you have access to a fridge or cooler, you can stock up on grab-and-go foods for breakfast and lunch (think yogurt, sandwich fixings). Another idea is to "switch" lunch and dinner. Because lunches are often less expensive than dinners, make lunch your main dining-out experience, and eat breakfast and dinner in your lodging, or outside as a picnic if weather cooperates. Once you know your destination, scope out nearby restaurants online to find ones with budget-friendly options.???

7. Join an auto/travel club.

Despite the membership fee for organizations such as AAA, you'll still save money thanks to discounted pricing at hotels, restaurants, car rental agencies and more. The membership may also come in handy if you have car problems while traveling to your destination.

8. Rent a home.

Save money on lodging costs by renting a vacation home or condo, or seek out a resort hotel that also offers units with kitchens. Or consider traveling with friends or extended family -- and split the rental cost.?

9. Pile up the points.

Check your credit card to see if it offers any award points you can use toward travel expenses. You may also consider opening a new credit card account if your credit is good, as some airlines offer free roundtrip tickets when you open an account and make a purchase. However, these cards can carry hefty interest rates, and unless you are extremely disciplined, having more than one credit card can create problems. If you go this way, make sure to charge only what you can pay off in full each month, and never charge anything that you wouldn't otherwise buy just to earn points.?

10. Plan a staycation.

A faraway destination might not be in your budget this year, but you can still get away from it all without leaving home. Make a list of places and activities in your area that you've been wanting to check out. Think about amusement parks, museums, theater shows, zoos, water parks, festivals and family fun centers like bowling alleys, go-kart racing and miniature golf. Some public libraries offer free passes to museums.

Remember, your goal while on vacation should be to relax and enjoy yourself. You can't do that if you're constantly fretting about what everything costs. Worse, you don't want to return from vacation and cringe when the credit card bills roll in. Budget and plan wisely now so you can enjoy your R&R without going into debt.

(AP) ? British prosecutors said Monday they are examining whether they can bring criminal charges on top of the massive fines imposed on Barclays bank for a financial market manipulation scandal.

The announcement followed hours after Barclays' chairman, Marcus Agius, resigned and accepted ultimate responsibility for the misbehavior between 2005 and 2009 which cost the company $453 million in fines by U.S. and British agencies.

Britain's Serious Fraud Office said it hopes to decide whether to pursue criminal charges within a month. "The SFO is aware of investigations in other jurisdictions and working with the relevant authorities," it said in a statement.

It wasn't immediately clear whether the SFO was considering charges against the company as well as individuals.

The U.S. Justice Department said last week that individuals at Barclays could face prosecution but the company would not because of its cooperation in revealing how the bank and individual employees submitted false data on interbank borrowing rates.

Agius' departure boosted the bank's share price but also brought fresh demands that Chief Executive Bob Diamond also accept responsibility and resign.

"Everybody is asking when are the other senior people at the top of Barclays going to take responsibility for the things that happened on their watch," Deputy Prime Minister Nick Clegg said.

Ed Miliband, leader of the opposition Labour Party, also called for Diamond to step down. "I want to see criminal sanctions against those who broke the law," he added.

Barclays shares rose 3.4 percent to close at 168.4 pence, holding on to earlier gains despite the SFO announcement.

Diamond, giving no hint that he was considering resignation, sent a memo to bank staff saying that Barclays' own disciplinary process "will be completed swiftly now that regulatory reviews are complete."

Penalties could include clawing back bonuses and dismissal, he said.

"I am disappointed because many of these behaviors happened on my watch. It is my responsibility to make sure that it cannot happen again," Diamond said.

Barclays is one of a number of banks which regularly submit estimates of what it will cost them to borrow from other banks. These estimates feed into calculation of the London interbank offered rate (LIBOR) which is used to determine payments from a range of derivatives contracts.

The London rate, and the related European interbank offered rate, are the benchmarks for over $500 trillion in global contracts, including loans and mortgages.

Barclays admitted that it had submitted lower than actual figures on its interbank borrowing during the credit crisis in 2007 and 2008. Several other global banks are being investigated in other countries for similar actions.

Announcing his departure, Agius said "the buck stops with me and I must acknowledge responsibility by standing aside."

Agius' position was particularly sensitive as he was also chairman of the British Bankers' Association, the trade body that collects the banks' rate submissions to calculate the LIBOR. He resigned from that post as well on Monday.

Diamond said that on "the majority of days," traders didn't ask for false submissions, and in some case such requests were rejected by employees who submitted data.

"The attempted adjustments were, on average, small," Diamond said, and he quoted the Justice Department as saying the LIBOR was affected only on "some occasions."

Prime Minister David Cameron, meanwhile, announced a parliamentary inquiry into the culture and standards of the banking industry, to report by the end of the year.

Treasury chief George Osborne also ordered a review of whether setting the LIBOR should be a regulated activity and whether, as Bank of England Governor Mervyn King as suggested, it should be based on actual transactions instead of forecasts.

The British Bankers' Association earlier this year began its own review of LIBOR but has yet to announce recommendations.

Agius, 65, will remain as chairman until a successor is appointed. He was paid 751,000 pounds (1.18 million) by Barclays in 2011, but his final payoff was not immediately announced.

Rather than take the heat off Diamond, Agius' departure may leave the CEO more exposed.

Diamond is likely to face a grilling Wednesday when he appears before a group of lawmakers. His critics say he is culpable because he set the aggressive style at Barclays Capital, the investment banking operation he previously led.

He has said the actions by Barclays and its traders were wrong, but offered no suggestion he might leave his post. In some cases, regulators found individual Barclays traders encouraged colleagues to file false reports to protect their own dealings.

"If anything, by falling on his own sword, Mr. Agius leaves the board temporarily weakened at a time when a strong leader is required to make tough decisions," said Gary Greenwood, analyst at Shore Capital.

"While the departure of Mr. Agius will grab the headlines today, the bigger issue remains whether Mr. Diamond should also remain in his role," Greenwood added. "From a pure operational perspective it is not clear to us that his removal would be beneficial, but we question whether the negative sentiment towards the company, of which he is the focus, can be repaired while he remains at the helm."

Among other banks being investigated, Royal Bank of Scotland ?82 percent owned by British taxpayers ? declined to comment Monday on reports it had fired three traders in London and one in Singapore last year because of interest rate manipulation.
